A cybersecurity situational awareness and information sharing solution for local public administrations based on advanced big data analysis

Description
Cybersecurity is one of today's most challenging security problems for commercial companies, NGOs, governmental institutions as well as individuals. Reaching beyond the technology focused boundaries of classical information technology (IT) security, cybersecurity includes organizational and behavioural aspects of IT systems and also needs to comply to the currently actively developing legal and regulatory framework for cybersecurity. For example, the European Union recently passed the Network and Information Security (NIS) directive that obliges member states to get in line with the EU strategy. While large corporations might have the resources to follow those developments and bring their IT infrastructure and services in line with the requirements, the burden for smaller organizations like local public administration will be substantial and the required resources might not be available. New and innovative solutions that will help local public administration to ease the burden of being in line with cybersecurity requirements are needed. For example, cooperation and coordination is one of the major aspects of the NIS and EU cybersecurity strategy. An enabling technology for cooperation and coordination is cyber situational awareness and information sharing of cyber incidents. In this project we propose a cybersecurity situational awareness solution for local public administrations that, based on an analysis of the context provides automatic incident detection and visualization, and enables information exchange with relevant national and EU level NIS authorities like CERTs. Advanced features like system self-healing based on the situational awareness technologies, and multi-lingual semantics support to account for language barriers in the EU context, are part of the solution.

The study is based on nine detailed country case studies of the following EU Member States: Austria, Denmark, France, Germany, Italy, Netherlands, Spain, Sweden and the United Kingdom. It has been produced by the Migration Policy Centre (MPC) at the European University Institute in Florence.

"Dieses Forschungsprojekt identifiziert und analysiert wiederkehrende Konflikte in und um Asylunterkünfte, von denen ehrenamtliche Mitarbeiter*innen direkt oder indirekt betroffen sind. Erkenntnisse über den Ablauf und die Regulierung solcher Konflikte sind bisher kaum systematisch untersucht worden. Darüber hinaus finden Theorien zum Prozess der Konfliktentstehung, -eskalation, -reduktion wie auch Prävention und Interventionsmöglichkeiten selten Eingang in den Alltag der Ehrenamtlichen. Eine Expertise über die Konflikte soll so aufbereitet werden, dass der Transferprozess vom Wissen zur Praxis enger und zuverlässiger gestaltet werden kann, da Konflikte eine wesentliche Barriere für das ehrenamtliche und zivilgesellschaftliche Engagement darstellen. Zielsetzung ist deshalb die Bereitstellung einer Handreichung für Ehrenamtliche, die Wissen und Handlungsanleitungen für ein verbessertes Konfliktmanagement sowie Möglichkeiten zur Konfliktprävention und -intervention zur Verfügung stellt. Das Forschungsprojekt bedient sich Methoden der qualitativen Sozialforschung. Dabei werden ehrenamtlich Tätige an unterschiedlichen Standorten in ganz Deutschland mittels problemzentrierter Interviews befragt. Hierbei stehen das individuelle Konflikterleben sowie die Konfliktbearbeitung im Fokus. Für einen umfassenden Erkenntnisgewinn werden zudem Expert*inneninterviews mit Unterkunftsmanager*innen sowie Sozialarbeiter*innen der Unterkünfte geführt. Im Zentrum des Erkenntnisinteresses stehen die Fragen: Welche Konfliktarten treten (wiederkehrend) auf? Welche unterschiedlichen Akteure sind darin involviert? Welche Formen der Behandlung von Konflikten finden bereits statt?"

This Study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the Committee on Civil Liberties, Justice and Home Affairs (LIBE-Committee), takes stock of the main developments that have occurred in the Schengen Governance Framework since 2016. It analyses the legitimacy of a number of States’ decisions to maintain internal border controls. Also, most recent policy proposals in the field of internal police checks are assessed in light of relevant EU legal standards. The paper also questions the legality of the border walls and fences, which have been recently erected at the EU external borders and within the Schengen area.
