Promoting Comparative Quantitative Research in Europe

PROMINSTAT is a research project funded under the 6th Framework Programme. It compiles meta-information on statistical datasets on migration, integration and discrimination in 29 European Countries (EU27 plus Norway and Switzerland). Through country reports and a series of comparative studies on particular topics of datacollection PROMINSTAT provides in-depth analyses of the scope, quality and comparability of statistical data collection on migration in a wide range of thematic fields, including population stocks and general demographic characteristics, migration flows, residence permits, acquisition and loss of citizenship, asylum seekers and refugees, irregular migration, employment, income, transfers and social benefits, housing and residental patterns, health and access to healthcare, education, family and household, political participation and crime and justice. The main aim of PROMINSTAT is to promote comparative quantitative research on migration, integration and discrimination in Europe, to enhance the knowledge base on statistical data collection in this field and thus to contribute to the improvement of statistics on migration, integration and discrimination.

Wat wordt geadviseerd? De ACVZ adviseert de huidige in de praktijk bestaande twee asielprocedures, te weten de aanmeldcentrum-procedure (AC-procedure) en de opvangcentrum-procedure (OC-procedure), samen te voegen tot één, zorgvuldige en qua tijd sterk gelimiteerde asielprocedure met variabele snelheden. Een ‘ijzeren’ regime (controle- en sturingsmechanisme) moet voorkomen dat beslistermijnen uit de hand lopen. Waarom dit advies? Het belang van een zorgvuldige besluitvorming in de asielprocedure is evident. Ten onrechte een aanvraag afwijzen, kan betekenen dat de asielzoeker wordt blootgesteld aan mensenrechtenschendingen die in het uiterste geval kunnen leiden tot marteling of de dood. Internationale verdragen verplichten Nederland om bescherming te bieden aan degenen die bij terugkeer voor dergelijke mensenrechtenschendingen hebben te vrezen. Een adequate asielbesluitprocedure dient daarnaast zo snel als mogelijk tot een beslissing te leiden, omdat: • lange onzekerheid voor asielzoekers (geestelijk) ondermijnend werkt en bij toelating de integratie daardoor blijkt te worden bemoeilijkt; • de kosten van opvang niet onnodig mogen oplopen; • door het verstrijken van de tijd feiten moeilijker te achterhalen zijn; • lange procedures uitnodigend kunnen werken voor vreemdelingen die een oneigenlijk asielverzoek willen doen; • door lange procedures de binding van de asielzoeker met de Nederlandse samenleving wordt versterkt, waardoor een afwijzing en gedwongen terugkeer in toenemende mate als onredelijk kan worden ervaren, zowel door de asielzoeker als door mensen uit zijn omgeving; • naarmate het verblijf in Nederland langer duurt, zowel vrijwillige als gedwongen terugkeer steeds moeilijker te realiseren is
