"Die Nachwuchsgruppe untersuchte die Einwanderungspolitik aller OECD-Länder. Ist die jeweilige nationale Immigrationspolitik restriktiv oder liberal? Und welche Effekte haben die Regulierungen? Wie können Unterschiede zwischen Ländern und über Zeit hinweg erklärt werden? Um diese Fragen zu beantworten, wurden die formalen Bestimmungen, die Kontroll- und Implementationsmechanismen untersucht. Im ersten Schritt wurden hierzu ausdifferenzierte quantitative Indikatoren zur Messung der Restriktivität von Einwanderungspolitik in allen OECD-Ländern erstellt – aufgegliedert nach Arbeitsmigration, Familienzusammenführung und Asylsuchenden / Flüchtlingen. Der daraus resultierende innovative Datensatz eröffnete neue Forschungsperspektiven und erlaubte die Prüfung bereits bestehender Argumente zu den Hintergründen und Effekten von Immigrationspolitik auf eine systematischere Weise. Im zweiten Teil des Projektes wurde die Implementation von Migrationspolitik mit Hilfe von detaillierten Fallstudien analysiert. Weitergefasst versuchte dieser Teil des Projektes die “Black Box” verwaltungstechnischer Entscheidungsprozesse zu untersuchen. Dies sollte helfen, die Zusammenhänge zwischen formeller Gesetzgebung und den Folgen von Einwanderungspolitik besser zu verstehen."

Klugman and Pereira’ Assessment of National Migration Policies

Description
This set of indicators compares several dimensions of migration policies as of early 2009. For a selected set of 28 countries, both developed and developing, the indicators address admission criteria, policies on integration and treatment of migrants, and efforts to enforce those policies. Irregular migration is a particular area of focus. The analysis distinguishes between different entry regimes, namely: labour migrants (high or low skilled, with a permanent or a temporary permit), those who move with a family-related visa, humanitarian migrants (asylum seekers and refugees), international visitors and international students. The indicators cover three main areas of policy interest: admission, treatment, and enforcement. Most of the 84 questions were multiple-choice, but there were also open-ended questions to allow comments and explanations. The data is drawn from an assessment by country experts as well as by desk-research of Human Development Report Office staff. Information was collected in two parallel and complementary efforts during early 2009: through a questionnaire answered by International Organization for Migration (IOM) country-level staff and other world-wide migration experts, and through internal desk-web research

Description
The Research Team is supporting the Border Management and Visa Team in implementing the Study on EU Support for Integrated Management in the Latin American and Caribbean Region. Objective: The project aims to support the European Commission Directorate DEVCO G and other relevant EU services in preparing possible future EU assistance to the development of integrated border management in the Latin American and the Caribbean (LAC) region. Summary: Specifically, the project will carry out an independent study on the main characteristics (general features, strengths and weaknesses) and needs of the border management systems in the LAC region, as well as of the support provided so far in this area by the EU and other relevant donors. It will also provide a set of concrete recommendations on the objectives and types of activities that could be envisaged by the EU in terms of possible future support in this area in the LAC region. This support would address, in particular, the regional/sub-regional level under the DCI and also cover an analysis on possible implementation options.

Zuwanderungsstrategien - Planungspolitiken der Regenerierung von Städten

Das Projekt untersucht Städte in Deutschland, deren Einwohnerzahl in der Vergangenheit aufgrund von Strukturkrisen geschrumpft ist und die wieder eine neue Phase des Bevölkerungswachstums erreicht haben. Das Wachstum dieser Städte erfolgt durch Zuwanderung, ohne den Zuzug neuer Bewohner schrumpfen die Städte. Die lokalen Regenerierungspolitiken sind in vielen Städten wachstums-orientiert und akzeptieren Schrumpfung als Entwicklungsparadigma nicht. Trotz der Wachstumspolitiken entwickeln die meisten Städte bisher keine expliziten Zuwanderungsstrategien. In vielen Stadtentwicklungskonzepten wird lediglich der Wunsch nach Zuwanderung von jungen und qualifizierten Arbeitskräften artikuliert. Die Zuwanderung von Flüchtlingen und Asylbewerbern wird dagegen in den Städten eher als Problem gesehen und als Aufgabe an die Integrationspolitik delegiert. Eine Verknüpfung von Stadtentwicklungs- und Integrationskonzepten erfolgt bisher kaum. Das Projekt geht deshalb der Frage nach, welche strategischen Planungsansätze es für eine auf Zuwanderung gerichtete Regenerierungspolitik der Städte gibt und prägt dafür den neuen Begriff migration-led regeneration. In Fallstudien von sechs Groß- und Mittelstädten in West- und Ostdeutschland wird untersucht, welche strategischen Ansätze entwickelt werden, welche Möglichkeiten es für eine stärke Verknüpfung von Stadtentwicklungs- und Integrationskonzepten gibt, auf welchen Governanceformen diese beruhen und auf welche Probleme und Hemmnisse diese Strategien in der Planungspraxis stoßen.
