Protection of European seas and borders through the intelligent use of surveillance

Description
PERSEUS contributes to Europe’s efforts to monitor illegal migration and combat related crime and goods smuggling by proposing a large scale demonstration of a EU Maritime surveillance System of Systems, on the basis of existing national systems and platforms, enhancing them with innovative capabilities and moving beyond EUROSUR’s 2013 expectations, addressing key challenges:  supporting the network created by National Contact Centres, Frontex and EMSA through increased capabilities, including transnational exchange of useful and available information, and associated procedures and mechanisms, thereby supporting the creation of a common information sharing environment  generation of a common situational picture  improved detection and identification of non collaborative/suspicious small boats and low flying aircraft  enhanced and increasingly automated detection of abnormal vessel behaviours, identification of threats and tracking of reporting and non-reporting vessels PERSEUS articulates this demonstration through 5 exercises grouped in 2 campaigns, implementing missions of drug trafficking and illegal migration control and delivering surveillance continuity from coastal areas to high seas. PERSEUS delivers a comprehensive set of validated and demonstrated recommendations and proposes standards. PERSEUS has assembled major users and providers, ensuring privileged access to existing surveillance systems and assets for an optimised coverage of the area of interest. These users will define, assess and validate the alignment of PERSEUS’s recommendations to their needs. PERSEUS also includes an evolution mechanism to enlarge the user base and integrate emerging technologies during its lifetime. PERSEUS will augment the effectiveness of operational capabilities of the existing systems – a relevant and coordinated contribution to the establishment of an integrated European-wide maritime border control system

Human behaviour in crisis situations: A cross cultural investigation to tailor security-related communication

Description
The aim of the proposed project is to investigate cross-cultural and ethnic differences of human behaviour in crisis situations in order to better tailor security related communication, instructions and procedures with a view to improving evacuation and protection. The project will provide evidence that will be useful to first responders, building designers and those involved in the development of emergency operating procedures for buildings. The BeSeCu project employs two research strategies: A) A cross-cultural survey of individual experiences will be conducted to identify determinants of inter-individual differences in people who have experienced evacuation situations, fire disaster survivors and survivors of similar crisis situations, but also workers and first responders as well as those affected in the community. This retrospective study will be carried out across 7 European countries with diverse cultural background. B) Experimental trials will be carried out in three countries simulating real time evacuation scenarios in standardized settings including objective measures (e.g. response time) as outcomes as well as video-tape analysis. Results will be analysed to identify similarities and differences between cultures and ethnic groups as well as a range of socioeconomic factors. The analysis will triangulate findings obtained with objective measures, subjective experiences and behavioural observations. Two types of research findings and products will be provided by the BeSeCu projects: (A) An evidence base that will enable designers of buildings to develop culturally appropriate emergency operating procedures. (B) An evidence base of inter-individual differences that will be employed to develop a culture sensitive communication training to improve emergency interventions. The research will be carried out by a consortium of 8 European partners including end-users (e.g. fire service colleges) in the process of research.

Description
“Multiplikatorinnen” explores potentials and limits regarding the implementation of peer concepts as a means to support labour market participation of migrant women in Austria. To date, the use of peers is primarily limited to the field of (youth) education. Therefore, the study aims to assess whether peer concepts could promote more sustainable labour market participation of migrant women, especially with view to the specificities of the Austrian labour market. An analysis of the micro-census first looks into the status quo of migrant women related to the Austrian labour market. Particular attention is paid to migrant women originating from countries of the Former Republic of Yugoslavia and Turkey. Despite fairly comparable educational backgrounds of women born in Austria and foreign-born women, the latter are even more underrepresented in leading positions. The analysis of a group discussion points to the intensity of biographical ruptures migrant women encounter subsequent to their arrival to Austria with regard to their career prospects and employment situation. The analysis points to severe structural impediments women are facing, which need to be addressed in future policy development. Finally, against this background, an assessment of the potentials and limits, as well as of the exact role of peers is discussed on the bases of expert interviews. Whereas some potential regarding the adoption of peer concepts could be identified, the experts repeatedly pointed to the necessity of structural change (e.g. with regard to the educational system, labour market institutions, consulting services of migrants,…) as a central means to tackle mechanisms of exclusion and deskilling at the labour market. Arbeidsmigratie: Oplossing voor economie en demografie?

In het maatschappelijk debat over de vraag of arbeidsmigratie een oplossing is voor vergrijzing lopen drie vraagstukken door elkaar. Het eerste is de houdbaarheid van de verzorgingsstaat met het oog op de groei van het aantal gepensioneerden ten opzichte van het aantal actieven, de ‘grijze druk’. Het tweede is het structurele personeelstekort doordat meer mensen met pensioen gaan dan er jongeren tot de arbeidsmarkt toetreden. En het derde is het behoud van de welvaart, gemeten als het bruto binnenlands product per hoofd van de bevolking. Het doel van deze verkenning is om een indruk te geven van de grootte van de bijdrage die arbeidsmigratie kan leveren aan het beperken van de gevolgen van de demografische ontwikkelingen voor deze drie vraagstukken in de komende decennia. Concreet gaat het hierbij om de vraag in welke mate arbeidsmigratie de stijging van de grijze druk (de verhouding tussen gepensioneerden en actieven) kan matigen, de omvang van de (potentiële) beroepsbevolking kan vergroten en het welvaartsniveau (gemeten als het bruto binnenlands product (bbp) per hoofd van de bevolking) kan helpen op peil te houden. De gevolgen van extra arbeidsmigratie zijn tevens afgezet tegen die van andere opties om de beroepsbevolking te vergroten, in het bijzonder een geleidelijke (verdere) verhoging van de AOW-leeftijd. Om de effecten van arbeidsmigratie te bepalen, hebben we een gedachte-experiment uitgevoerd. We zijn nagegaan wat de gevolgen zijn als er jaarlijks netto 50.000 extra arbeidsmigranten naar Nederland komen (netto betekent het verschil tussen het aantal arbeidsmigranten dat arriveert en het aantal dat vertrekt). Het aantal van 50.000 heeft een louter illustratieve betekenis. We richten ons daarbij zowel op de effecten op de korte termijn (de komende jaren) als op de middellange (tot 2040) en lange termijn (tot 2070). Andere studies (zoals die van NIDI/CBS en de Staatscommissie Demografische ontwikkelingen) eindigen bij de middellange termijn. We vergelijken het effect van 50.000 arbeidsmigranten per jaar met de middenvariant van de bevolkingsprognose van het CBS. Dat is ons referentiepunt, maar onze conclusies zouden niet wezenlijk anders zijn als we van een ander referentiescenario zouden uitgaan. Om een zo helder mogelijk beeld te schetsen van het effect van 50.000 extra arbeidsmigranten per jaar, maken we een aantal vereenvoudigende veronderstellingen. We veronderstellen om te beginnen dat de extra migranten tijdelijk in Nederland verblijven en weer vertrekken voordat zij de pensioenleeftijd bereiken.
