Irregular Migration in Egypt

Egypt’s capital Cairo hosts one of the five largest urban refugee populations in the world. For this reason, our paper concentrates on the legal aspect of irregular migration, discussing the characteristics of these migrants as asylum seekers and refugees while also examining transit migrants. First, the paper tackles associated concepts and data issues, with reference to the existing literature and international standards. In the second part, an overview of the Middle East and Northern Africa (MENA) situation is given as a prelude to the Egyptian experience. In the third part, the socio-economic profile of refugees and asylum seekers from Sudan, Somalia, Ethiopia, Eritrea, and Iraq is given with reference to their legal status, their rights and their living conditions measured in terms of income and sources of income, access to education, employment, health care and social services. The paper concludes by looking at the socio-economic situation in Egypt and policy recommendations concerning government practices, procedures, mechanisms, policies and laws. Gaps in research have also been highlighted so that these issues can be better addressed in the future.

Determinants of International Migration: A Theoretical and Empirical Assessment of Policy, Origin and Destination Effects (DEMIG - POLICY)

Description
DEMIG POLICY tracks more than 6,500 migration policy changes enacted by 45 countries around the world mostly in the 1945-2013 period. The policy measures are coded according to the policy area and migrant group targeted, as well as the change in restrictiveness they introduce in the existing legal system. The database allows for both quantitative and qualitative research on the long-term evolution and effectiveness of migration policies. DEMIG POLICY was compiled between 2010 and 2014 as part of the DEMIG project (Determinants of International Migration: A Theoretical and Empirical Assessment of Policy, Origin and Destination Effects). It tracks 6,500 migration policy changes (both immigration and emigration) in 45 countries, most of them enacted in the 1945-2013 period. DEMIG POLICY assesses for each policy measure whether it represents a change towards more restrictiveness (coded +1) or less restrictiveness (coded -1) within the existing legal system. Besides this main assessment of change in restrictiveness, every policy change is also coded according to the policy area (border control, legal entry, integration, exit), policy tool (recruitment agreements, work permit, expulsion, quota, regularization, resettlement, carrier sanctions, etc.), migrant group (low- and high-skilled workers, family members, refugees, irregular migrants, students etc.) and migrant origin (all foreign nationalities, EU citizens, specific nationalities etc.) targeted. The database has been compiled by the DEMIG team, in particular by Katharina Natter, Simona Vezzoli and Hein de Haas, and reviewed by national migration policy experts.

Het CBS volgt sinds 2017 alle asielzoekers die vanaf 2014 bij COA-opvang zijn ingestroomd en de statushouders die vanaf 2014 een verblijfsvergunning asiel hebben ontvangen, inclusief hun nareizigers en gezinsherenigers. Deze vijfde jaarlijkse rapportage van dit cohortonderzoek geeft inzicht in de instroom van asielzoekers bij het COA en in de samenstelling van de nieuwste groep statushouders. Daarnaast wordt in deze webpublicatie een actueel beeld geschetst van hoe het gaat met de statushouders die sinds 2014 een verblijfsvergunning asiel hebben gekregen. Er worden cijfers gepresenteerd over het verblijf in COA-opvang, de wachttijd tot het verkrijgen van een verblijfsvergunning, huisvesting, inburgering, huishoudenssamenstelling, gezinshereniging, onderwijs, werk en inkomen, zorggebruik en criminaliteit. Dit onderzoek wordt uitgevoerd in opdracht van de ministeries Sociale Zaken en Werkgelegenheid (SZW), Justitie en Veiligheid (JenV), Onderwijs, Cultuur en Wetenschap (OCW) en Volksgezondheid, Welzijn en Sport (VWS).

Geared toward teacher-trainers, this Handbook is intended primarily for use in programmes that prepare teachers to serve in high schools in Europe. While it could be beneficial for teachers of any subject, the Handbook may be most useful to those who are preparing to deliver courses on European civics and citizenship education. The Handbook’s targeted readers are high school students and undergraduate University students between 17 and 23 years of age. The main purpose of this Handbook is to clarify terms commonly used to talk about diversity. Many terms (such as nationality, national identity or citizenship) have different meanings in different languages, and people regularly talk about them without knowing exactly what they mean. Does nation, for example, refer to the citizens of a given country or only to those who are of the same national origin? Does race refer to the colour of one’s skin or some other physical trait? Or does it refer to a whole set of supposed psychological or mental traits (e.g. ‘Indians are clever,’ ‘Black people are good at sports’, ‘The Japanese are shy’)? Race is often confused with religion, and members of certain religious faiths are frequently characterized as stereotypes (e.g. ‘Muslims are cunning’, ‘Jews are stingy’). Indeed, many of these terms are closely linked to negative stereotypes of minority groups. Some concepts such as integration, multiculturalism and intercultural dialogue are contested, and there is little agreement on what they stand for and how they relate to one another. This Handbook’s first objective, then, is to define these terms and, by doing so, to give adolescents the tools needed to better understand the reality that surrounds them.

Het CBS volgt sinds 2017 alle asielzoekers die vanaf 2014 bij COA-opvang zijn ingestroomd en de statushouders die vanaf 2014 een verblijfsvergunning asiel hebben ontvangen, inclusief hun nareizigers en gezinsherenigers. Deze vierde jaarlijkse rapportage van dit cohortonderzoek geeft inzicht in de instroom van asielzoekers bij het COA en in de samenstelling van de nieuwste groep statushouders. Daarnaast wordt in deze webpublicatie een actueel beeld geschetst van hoe het gaat met de statushouders die sinds 2014 een verblijfsvergunning asiel hebben gekregen. Er worden cijfers gepresenteerd over het verblijf in COA-opvang, de wachttijd tot het verkrijgen van een verblijfsvergunning, huisvesting, inburgering, huishoudenssamenstelling, gezinshereniging, onderwijs, werk en inkomen, zorggebruik en criminaliteit. Dit onderzoek wordt uitgevoerd in opdracht van de ministeries Sociale Zaken en Werkgelegenheid (SZW), Justitie en Veiligheid (JenV), Onderwijs, Cultuur en Wetenschap (OCW) en Volksgezondheid, Welzijn en Sport (VWS).
