Impacts of refugee flows to territorial development in Europe

Description
The so-called migration and refugee crisis is one of the most contentious topics on the EU agenda in the current context. The recent events related to the Syrian civil war, political turmoil in Libya and the subsequent influx of refugees and other migrants towards Europe as well as perceptions caused by internal migration that led to ‘Brexit’ have had a polarsing effect on Europe. Therefore, territorial evidence on the flows of asylum seekers and refugees, their distribution between and within EU countries, regions and cities, impact on socio-economic development as well as information on crisis management and integration is in high demand. The ESPON applied research activity “Impacts of refugee flows to territorial development in Europe” addresses these issues and aims to provide relevant territorial evidence and policy recommendations. The research aims to answer the following questions: How does the distribution of asylum seekers and refugees look like at regional and urban level and how has this been changing over time as a result of European and national policy decisions in recent decades? What skills and qualifications do the refugees possess and how does the influx of refugees impact the recipient countries´ regional and local labour markets and demographic imbalances (especially concerning regions which are facing the challenges of losing population and ageing)? Do the skills and qualifications meet the needs of local labour markets and how do they compete with local population and regular migrants? How are different European regions and cities located in arrival, transit and destination countries responding to the refugee crisis in terms of providing humanitarian aid, services (accommodation, material support, healthcare provision, education, language courses, labour market programmes), community building, internal distribution of refugees and medium and long term integration? How does the diversity within Europe in terms of integration policies at regional and local levels look like? What are the main challenges and what are the good policy responses and the best practices for successful integration of refugees into the local communities, societies and labour markets at regional and local levels? What kind of support do they need? How successful have the integration measures been in the past? How to improve the use of existing funding opportunities? Is there a need to improve the legislation? What kind of impacts would the implementation of the proposal of European relocation scheme generate to European countries regions and cities? How are countries redistributing refugees internally? What are the main concerns for the host countries and communities? Advancing the European Multilingual Experience

'The project Advancing The European Multilingual Experience (AThEME) takes an integrated approach towards the study of multilingualism in Europe by incorporating and combining linguistic, cognitive and sociological perspectives; by studying multilingualism in Europe at three different levels of societal magnitude, viz. the individual multilingual citizen, the multilingual group, and the multilingual society; by using a palate of research methodologies, ranging from fieldwork methods to various experimental techniques and advanced EEG/ERP technologies. This integrated approach towards the study of multilingualism is grounded in the idea that multilingualism in Europe has many facets. AThEME will cover the different forms of multilingualism in Europe by developing new lines of inquiry on regional/minority languages, heritage languages, languages spoken by bi-/multi-lingual speakers with communicative disorders, and languages spoken by bi-/multi-linguals at different stages of development and life. These lines of inquiry will provide (partial) answers to fundamental questions, including: What does it mean to be bilingual? How and why do people succeed or fail in learning another language? How can we help speakers maintain their regional/heritage language and reach proficient multilingualism? What are the reciprocal effects of multilingualism and cognition? Are there cognitive benefits of multilingualism for senior citizens? How does multilingualism 'interact with' communicative disorders? Which societal factors have a major impact on successful maintenance of regional/heritage languages? Answers to these questions provided within the context of AThEME will provide a firm basis for assessing existing public policies and practices within major areas such as education and health and contribute to evidence-based policy-making. AThEME aims to raise societal awareness of multilingualism through building on the successful model of academic public engagement provided by the program Bilingualism Matters.'

The Swiss Federal Office for Migration (BFM) has commissioned the ICMPD to undertake a comparative study of asylum procedures at seven European airports - Zürich, Brussels, Frankfurt a.M., London-Heathrow, Vienna, Paris-Roissy and Schiphol. Objectives • To provide an overview of the legal and practical framework and methods applied in the selected airports • To enable the BMF to put the Swiss policies into a European perspective • To design better and more rational airport asylum procedures Outcomes Comparative analysis of: • Asylum procedure at the airport • Accommodation of asylum seekers during the procedure in the transit zone • Deportation and securing The study includes elements of field research (qualitative interviews with governmental, non-governmental and international organisations involved as well as visitation of the respective premises at the airport) and desk research (examination of legal texts, literature and relevant statistics).

"Theoretical background and objectives Existing research on the labour market integration of immigrants usually focuses on male immigrants, comparing them to native males. So far, only few studies have addressed the labour market integration of female immigrants and again, these studies are mostly limited to comparisons between women with and without a migration background. The aim of this project is to conduct a double comparison and to analyse the joint effects of gender and migration background on a number of labour market outcomes. A double comparison is needed because native women and men differ in their labour market behaviour, yet it is not known to what extent these gender differences extend to the migrant population – in fact, gender differences may be larger or smaller among immigrants and their descendants than in the native origin population. Research design, data and methodology Data from the most recent German microcensus are used to analyse the research question. In addition to providing abundant information about labour market behaviour, this data source makes it possible to identify foreign-born immigrants and local-born children of immigrants and to distinguish a number of migrant groups based on their country or region of origin. Thus, we can examine whether gender differences in labour market behaviour differ between migrants and non-migrants and between different subgroups of migrants. Findings We find considerable variation in gender gaps in labour market behaviour between East and West Germany, across ethnic groups and across generations. Intergenerational comparisons show that most ethnic minorities assimilate towards German patterns of gendered labour market attainment."

Along with documenting trends and canvassing the variety of stakeholders and projects, the study offers background information with regards to the peculiarity of socio-political and economic situation in Greece in order to explain the existing difficulties and identify the current challenges with regard to the system of reception and integration. Greece has recently been the theatre of an unprecedented refugee flow (as far as the country’s experience is concerned).

Op grond van welke bronnen en criteria voeren andere lidstaten de periodieke herbeoordeling uit en hoe vaak verrichten zij die? 5. Worden er groepen en/of gebieden uitgezonderd binnen de aanwijzing veilig land van herkomst? Zo ja, op grond van welke criteria en is er een limiet aan het aantal uitzonderingsgroepen? 6. ABC GATES FOR EUROPE

Description
During the last years, many ABC Gates have been deployed in the main European airports, most of them as pilot projects intended to test their capability to improve the border crossing processes in aspects such as speed, security, automation, false rejection reduction, etc. Experience gained from these pilots has been periodically assessed within the Frontex ABC Workshops, where the need for a harmonised approach has been specifically addressed as one of the most urgent issues to be solved. In particular, harmonisation would be required in areas as e-passports management, biometrics, gate design, human interface, processes, PKD certificate exchange, signalling and interoperability. On the other hand, EU Smart Border Initiative adds a new approach to be considered in ABC development: The inclusion of a RTP system for Third Country Nationals and an Entry Exit System. ABC4EU will identify the requirements for an integrated, interoperable and citizen’s rights respectful ABC system at EU level, taking account of the experience gained from the previous pilots, projects and the future needs derived from the Smart Border and other EU and national initiatives and paying very special attention to citizen rights, privacy and other related ethical aspects. ABC4EU will focus in the need for harmonisation in the design and operational features of ABC Gates, considering specially the full exploitation of the EU second generation passports and other accepted travel documents. In addition, RTP and EES will be specifically tested in the project to assess their feasibility and an EU level border management C4I concept will be developed for end user assessment. ABC4EU intends to carry out a 2 steps system validation: Upgraded ABC systems in several MS covering all types of borders (airports, harbours and land borders) will be integrated with RTP and EES prototypes.
