An overview of Ireland's integration policies

Ireland has undergone a remarkable demographic transition in the last twenty years. In the early 1990s, it was a largely homogenous state. By 2011, however, some 12 percent of the Irish population were nationals of other countries. This paper provides a concise summary of the Irish stateメs attempts to integrate its sizeable but relatively recent immigrant population. It first examines how the state reacted to the significant rise in asylum seekers that occurred in the late 1990s and the early 2000s. It then turns its attention towards the stateメs response to the arrival of hundreds of thousands of economic migrants, particularly after the enlargement of the EU in 2004. The state initiated several positive strategies in the 2000s but few resources have been dedicated to integration since late 2008, when Ireland experienced a serious economic recession. The impetus for integration has, instead, been left to local authorities and NGOs. Yet they have also suffered from severe state cuts to their budgets as a result of the crisis. Consequently, the outlook for the integration of Irelandメs extensive immigration community remains uncertain.

Six Country Immigrant Integration Comparative Survey

"Theoretical background and objectives This project aims to investigate the effect of three different types of contextual effects on immigrant integration: those related to the regions of origin of immigrants (e.g., levels of religiosity and socio-economic prosperity), those related to the localities in which they have settled within the country of immigration (e.g., levels of immigrant concentration and local unemployment), and those related to the national contexts of the countries of immigration (e.g., citizenship and welfare state regimes). It does so by comparing the levels of structural and socio-cultural integration of Turkish immigrants in six countries (Germany, France, Netherlands, Austria, Belgium, and Sweden) and Moroccan immigrants in four countries (Germany, France, Netherlands, Austria). The study includes a comparison group of natives. The countries covered by the study represent different integration models and citizenship regimes. They vary in their degree of granting individual, cultural and religious group rights to migrants. The study has a quasi-experimental nature insofar as the immigrant sample includes only immigrants from the guest-worker period and their offspring, and half of the immigrant sample comes from a selected number of provinces in the country of origin. This design minimises the role of migration period and ensures that there is sufficient overlap between the samples in the different countries in terms of regions of origin. Topics of the survey range from labour market position and education to identification, segregation, interethnic social contacts, religiosity and attitudes towards cultural preservation. The native sample moreover includes questions about attitudes towards immigrants. Research design, methodology and outlook Data were collected in a bilingual phone survey during the first half of 2008. In each country, a minimum of 500 respondents for each group was surveyed, resulting in a total number of 9 365 valid observations. The data set has been supplemented with a broad set of context data on the ethnic composition of the local resident population, the regional labour market situation in the host country, and certain cultural and political aspects in the respondent's origin provinces, gathered from various official statistics. All respondents had the choice to answer the interview questions in either the host country or their origin country language. The study thus avoids the drawbacks of other international studies conducted only in the host country language, by ensuring the inclusion of all groups of migrants, even of those with poor host country language command. A detailed description of the research design and methodology is given in the technical report. Findings Based on the collected data, several comparative studies on aspects of socio-cultural integration and inter-ethnic contacts have been undertaken and have resulted in several publications, see below. Second Generation Beacon for GALILEO/EGNOS EGNSS Search And Rescue applications

Description
The HELIOS project aims at providing a Second Generation range of Beacons (SGB) and associated antennas designed to operate with the full capability of the new Meosar Cospas/Sarsat (C/S) International Programme (a satellite-based Search And Rescue (SAR) distress alert detection and information distribution system), embedded in the Navigation Satellite Systems as GALILEO. The Search & Rescue community is at a turn of its history. New satellite systems develops the MEOSAR constellation of Cospas-Sarsat system, EGNOS improves significantly the performance of localization introducing new capabilities and new operations impossible before, GALILEO unique differentiation with the RLS added to the performance of the system will contribute to save more lives at sea and on land. The key objectives of the HELIOS project are: 1 - Defining, developing Products (beacons and associated antennas) compatible with EGNSS & SAR services and latest end-users’ requirements. 2 - GALILEO EGNSS & SAR System validation. 3 - Certifications for commercialization. The HELIOS consortium composed of Orolia, Cobham aerospace communications, CNES, SIOEN, Air France, and Airbus, is involved in different relevant international working groups (Cospas-Sarsat, ICAO, EUROCAE), and will ensure that the development phase of the SGB will be in line with the compatibility and interoperability required by the Cospas-Sarsat. Gathering the knowledge of major players recognized in their industry worldwide, the HELIOS partners project will give the vehicle to the European Industry to lead the way for safer, more innovative systems responding to current and evolving market problems.

Irregular migration was first noted during the 1970s, peaked around 2000 and is decreasing, the stock dropped to 3.8 million in 2008 and the flow of clandestine entry dropped to 103,000 apprehensions in 2009. Migration and border controls have been stepped up considerably by the EU and its member states over the past 15 years and were also extended to almost all neighbouring and transit countries along the main routes. Although clandestine entry, notably the arrival of boat people triggers most attention and is high on the policy agenda the overwhelming majority of irregular immigrants enter legally and then overstay, work in breach of their visa limits or otherwise lose their status; others claim asylum, are refused but stay on irregularly.

Foundations in medieval societies: Cross-cultural comparisons

Description
'In the present foundations are ascribed a central role in overcoming social and political problems, be it in the field of social welfare or the sponsorship of science and the arts. But they were also in the past always an indicator of the condition of a society and lend themselves to deducing its overall structure. In a historical perspective they permit an intercultural comparison because there is evidence of the phenomenon of the foundation, while not on a continual basis, in all advanced civilizations. The project intends to carry out a comparative investigation of foundations of the medieval millenium (from approximately 500 to 1500 CE) in European Latin and Greek Orthodox Christianity, in Judaism, Islam and in pluri-religious India and of their mutual relations while making use of the ideas of modern global history. It will therefore also involve questions of cultural transfer or cross-cultural interaction. Under the leadership of the submitter five experts from the fields of Medieval, Byzantine, Jewish, Islamic or Ottoman and Indian studies will compile an 'Encyclopedia of Foundations in the Medieval Millenium', in which articles written collaboratively will depict the forms, objectives, legal structures, endowments of the foundations and historical changes taking place within them, taking into consideration their religio-historical background (esp. end time concepts) and their respective historical context. The planned project is built upon pilot projects working on this issue, while a publishing company has already secured the rights for the publication of such an encyclopedia (also online). On completion of the project the submitter will also present a monograph on foundations in the Middle Ages as 'total social phenomenon' (M. Mauss) in an universal history perspective.'
