Victor F. A. Barros is an Invited Professor in the Department of Information Systems at the School of Engineering, University of Minho (DSI/EENG/UMINHO), Portugal, and a Research Fellow at the Algoritmi Centre. He currently serves as the Editor-in-Chief of the Brazilian Journal of Education, Technology and Society (BRAJETS) and as Associate Editor of the Journal of Information Systems and Technology Management (JISTEM). Victor has actively contributed to the strengthening of academic and scientific cooperation within the Community of Portuguese-Speaking Countries (CPLP), coordinating initiatives with embassies and consulates not only of Brazil, but also of Cape Verde and Guinea-Bissau, and leading or co-leading multiple international networks and symposia, such as: International Network of the Brazilian Academic Diaspora (RIDAB); International Congress on Migration and the Brazilian Academic Diaspora (CIMDAB), International Symposium on Migration, Portuguese Language and Diversity (EDUMIGRA), and others. He has coordinated and participated in over 15 research projects funded by CNPq, CAPES, the European Commission (EC), and other agencies. Among these are: Gender Equality Plans for IST Institutions (EC, 2016–2019); Virtual Open Innovation Lab (VOIL, EC/DAAD, 2019–2021), Observatory of Brazilian Emigration (CNPq, 2023–2025), Observatory of Migrations of the CPLP (CNPq, 2024–2026); International Network on Migration and Refuge (REDIMIR, CNPq, 2024), Mapping the Brazilian Scientific Diaspora in Portugal (PDI, Itamaraty, 2023–2026) He is President of BRAIS, the Brazilian Chapter of the Association for Information Systems, and chairs the Special Interest Group “Gender Equality in IST” at the Portuguese Chapter (PTAIS-AIS). He has played a central role in organizing flagship conferences such as: International Conference on Information Systems and Technology Management (CONTECSI, AIS Chapter), Portuguese Conference on Information Systems (CAPSI, AIS Chapter); IEEE World Engineering Education Conference (EDUNINE); 25th European Conference on Information Systems (ECIS 2017, AIS Affiliated), International Conference on Technology and Information Organization (ICTOI ) With a scientific output of over 140 publications, Victor’s work spans information systems, digital transformation, migration studies, science diplomacy, gender and inclusion in STEM, and innovation ecosystems. He is frequently invited as a keynote speaker, evaluator, and consultant for international organizations and academic bodies. He has previously served as Vice President of IEEE WiE-PT (Portuguese Chapter of IEEE Women in Engineering) and as Executive Secretary of COPEC – Science and Education Research Council, managing strategic collaborations across more than 40 countries. In Brazil, he held academic appointments at several federal institutions, including: Professor at Federal Institute of Goiás (IFG, 2011–2012); Professor at Brazilian Ministry of Education e-learning platform (E-PROINFO/MEC/UFG, 2010–2013); Professor at Brazilian Federation of Library Associations (FEBAB, 2012–2014); Professor at National Center for Teacher Professional Development (FORMA/IFG) Victor Barros also served as: President of the Conselho de Cidadãos do Consulado-Geral do Brasil no Porto (4 years); Secretary of Education and former General Secretary of the CRBE – Council of Brazilians Abroad (4 years), representing the Brazilian diaspora in over 60 countries. He holds the title of International Engineering Educator (IGIP, 2014) and was awarded the Doctoral Student Service Award by the Association for Information Systems (AIS) in 2018.
